Beijing CNN —China’s Defense Minister Li Shangfu was fired on Tuesday two months after he disappeared from public view, becoming the second high-profile minister to lose his job recently without any official explanation. Li, who was appointed defense minister in March, has not been seen in public since late August, fueling intense speculation about his fate. Li’s ousting, ironically, has removed a major roadblock for the resumption of high-level military talks between China and the United States. The Financial Times also reported that the US government believes the defense minister has been placed under investigation, citing American officials. Li is believed to be a protege of General Zhang Youxia, Xi’s childhood friend and closest ally in the military.

Li’s disappearance follows a series of unexplained personnel shakeups that have roiled the upper ranks of China’s ruling Communist Party this summer, including the ousting in July of former Foreign Minister Qin Gang. The Financial Times reported that the US government believes the defense minister has been placed under investigation, citing American officials. Li, who was sanctioned by the US in 2018 over China’s purchase of Russian weapons, is still listed as China’s defense minister, one of its five state councilors, and a member of the party’s powerful Central Military Commission (CMC). Beijing has never issued an explanation for Qin’s removal nor said that the former minister was under investigation. China’s State Council Information Office has not replied to queries from CNN on the matter.

CNN —US Secretary of State Antony Blinken told CNN that the US is attempting to strengthen “lines of communication” with China to avoid conflict between the two superpowers. “We are working to put some stability into the relationship, to put a floor under the relationship, to make sure that the competition that we’re in doesn’t veer into conflict,” Blinken told CNN’s Fareed Zakaria in an interview that aired Sunday. His visit was followed by similar trips by other high-level Biden administration officials, including Treasury Secretary Janet Yellen and US climate envoy John Kerry. “I was very clear with my Chinese counterparts,” Blinken told Zakaria, referring to his trip last month. CNN previously reported that one of the key issues that did not get resolved during Blinken’s trip was the restoration of military-to-military communications between US and China.

New Delhi CNN —India’s defense minister told his Chinese counterpart on Thursday that violations of their shared border erode the “entire basis” of relations between the two Asian neighbors. Indian Defense Minister Rajnath Singh made the comments during a meeting with newly appointed Chinese Defense Minister Li Shangfu in New Delhi ahead of a regional security summit on Friday. “He reiterated that violation of existing agreements has eroded the entire basis of bilateral relations and disengagement at the border will logically be followed with de-escalation,” the statement added. His visit comes four days after India and China concluded the 18th round of talks to attempt to resolve the border issue. Pakistan’s Foreign Minister Bilawal Bhutto Zardari’s visit to the country will be the most senior-level one in seven years.
In 2016, Li was named deputy commander of the PLA's then-new Strategic Support Force - an elite body tasked with accelerating the development of China's space and cyber warfare capabilities. He was then appointed head of the Equipment Development Department of the Central Military Commission (CMC), China's governing defence body, headed by President Xi Jinping. Some security scholars note the sanctions - while not a deal-breaker for future meetings - add a potential complication, and could provide China's military leadership with leverage. Li's term at the Central Military Commission has highlighted his ties to Xi, who has strengthened his grip across the military. Some scholars believe Li has close ties to Zhang Youxia, a close military ally of Xi, whom Li replaced as head of the department.
